Virginia's Democratic primary for the 2nd Congressional District is Tuesday. Here's who's running

Virginia’s primary elections for the November midterms are Tuesday.

Hampton Roads voters will decide who among four candidates will be the Democratic party’s nominee to face off against Republican incumbent Jen Kiggans in the general election. Elaine Luria, who previously held the seat before narrowly losing to Kiggans in 2022, has raised nearly $4.7 million so far, significantly outpacing the other Democratic challengers.

The last day for early voting in the district was Saturday. According to the Virginia Public Access Project, as of late last week, more than 84,000 people had voted in-person or by mail in congressional primaries across the state, including more than 16,000 people who had voted in Virginia’s 2nd Congressional District. That’s up from the 2024 election, when about 14,500 people voted early in the district.

Here’s who’s running in District 2, which includes Virginia Beach, Suffolk, Isle of White, Accomack, Northampton, Franklin and parts of Chesapeake and Southampton:

Nila Devanath

Devanath, a 38-year-old hospital physician, has raised about $286,000 this campaign, with about $20,000 on hand as of the latest campaign finance reporting deadline last month. She said she supports Medicare for All, stricter conditions on U.S. military aid to Israel and increased supports for veteran healthcare.

Devanath has been endorsed by groups like the US Campaign for Palestinian Rights and the Tidewater Democratic Socialists of America.

Bill Fleming

Fleming, 78, serves as a Virginia Beach director with the Soil and Water Conservation District and is the president of a small tech company. He’s raised about $55,000 with about $11,000 on hand. He said he would support universal healthcare, limit U.S. aid to Israel to defensive systems and said the biggest concern for military members and families was unnecessary or unwise conflicts.

Fleming previously ran for delegate in 2015 against Jason Miyares, who won the seat and went on to become the state’s attorney general. Fleming also lost elections to the statehouse in 2010 and 2013.

 

Elaine Luria

Luria, 50, was endorsed early on in her campaign by several prominent Virginia Democrats, including Gov. Abigail Spanberger and U.S. Sens. Tim Kaine and Mark Warner. She’s raised $4.66 million so far and has roughly $3.58 million in her war chest. She lost her reelection campaign to Kiggans 52% to 48%.

She said she would vote to extend the Affordable Care Act tax credits that expired at the end of last year and would restore funding for critical rural and community health systems. She said the U.S. should use its global standing and leverage with allies to bring about a two-state solution for Israel and Palestine and said top priorities would be to repeal tariffs implemented by President Donald Trump and bring an end to wars in the Middle East.

Patrick Mosolf

Mosolf, 53, is a former federal employee with the U.S. Agency for International Development, which was dismantled last year by the Trump administration. Mosolf has fundraised about $170,000 with $100,000 on hand as of the last filing deadline.

Mosolf said he supports a nonpartisan commission that would study healthcare reform, and that he would evaluate options like allowing households and employers to buy into Medicare or Medicaid, and Medicare for All. He said he would vote to cut off aid to Israel based on the ongoing killings of Palestinians and would promote strengthening services for veterans.
